    The objectives of the institute are:

1. Policy Advice in Support of Government Decision Making
¡¤ To provide policy recommendations on the development and utilization of resources.
¡¤ To advise on strategic decision-making with regard to ecological conservation.
¡¤ To carry out investigations into the current status of the environment, analysis of future scenarios and review of case studies.
¡¤ To include the following areas:
¡¤ To provide policy recommendations on the development and utilization of national and regional resources;
¡¤ To provide methodologies and recommendations related to planning options concerning energy development and utilization, and the comprehensive planning of environmental protection;
¡¤ To provide comprehensive research results and recommendations for resource development and utilization, as well as advising on technology and economic policy formulation for ecological conservation;
¡¤ To provide feasibility study reports for environmental engineering projects that improve resource and energy utilization efficiency, reduce pollution discharges, and improve urban and regional environmental quality.

2. Build International Alliances and Cooperation
¡¤ To provide a platform for discussion on environmental issues for International Governments, NGOs, companies and scientific institutes at various levels in the field of resource development and utilization, and ecological conservation.
¡¤ To build alliances with other organizations and carry out research entrusted to DEI by international organizations and academic institutions.
¡¤ To hold international academic forums to share research results and facilitate information exchange and to enable mutual benefit to be gained from environmental technology both at home and abroad.

3. Promote Public Awareness and Participation
¡¤ To encourage the participation of the community and NGOs in Government decision-making.
¡¤ To carry out education, training, exchanges and workshop activities jointly with the education institutions and news media in order to develop awareness of environmental sustainable development.

4. Support Industry
¡¤ To make effective contributions and recommendations to companies in their efforts to work towards sustainable development.
¡¤ To support technological development of new energy sources and renewable energy.
¡¤ To assist the improvement of environmental protection in rural areas, as well as to help coordinate economic development and social progress.
¡¤ To provide the background information and to present assessments of reports to decision-makers and to the public on environmental issues.
